115. In August, 1975, the Narcotics Bureau received information that a heroin retailing syndicate had commenced operation in the area of the Waterloo Road Wholesale Fruit Market, Yau Ma Tei, Kowloon. Investigation revealed that the head of the syndicate, which had an estimated daily turnover of between HK$30,000 and HK$70,000, was Chinese male CHAN Man-chiu (7115/2429/ 6389). Operations were carried out by both the Narcotics Bureau and the Preventive Service and these resulted in the arrest of couriers and storekeepers and the seizure of several kilogrammes of the syndicates' heroin.
