On 7th January 1975, after discussing memorandum XCC(75)3, which examined various proposals for using Hei Ling Chau, the Council advised and the Governor ordered:

"(a)

(b) that the part of the island shaded pink and green on

the plan annexed to the memorandum be allocated to the Prisons Department for use as a Drug Addiction Treatment Centre for a period of five years;

(c)

(d) that the future of Hei Ling Chau be reviewed in

four year's time.

The Prisons Department has established a Drug Addiction Treatment Centre on the island, which has proved to be an eminently suitable location for it. The Commissioner of Prisons has urged that the island offers considerable scope for extensions to this Centre and for the development of additional much needed penal institutions. This proposal has been examined and, although the future use of the Island is not due to be reviewed until the end of 1978, it is considered sensible to seek members advice now, so that long term plans can be made for new penal institutions.

Fresent position on the Island

The Treatment Centre was opened on the island in April 1975. It has certified accommodation for 794 mostly in permanent buildings but with some in recently erected nissen huts. The average daily population during June was 1,023. It is intended to increase the certified accommodation to about 1, 200 by the erection of further nissen huts. In addition, a sub-centre is being established for 200 young inmates.

This will be based on three bungalows, left by the Leprosy Mission, situated nearly a mile from the main centre.

The former leprosarium buildings, with minor alterations, have provided very suitable accommodation for the Treatment Centre.
