Quadripartite Conference
Washington, 11-13th July 1977
You will recollect that, on the 13th of last month, you gave me a copy of the telegram you had received from your Headquarters in Washington concerning the above-mentioned Conference. You specifically asked me whether we wish to propose any items for the agenda.
I have been in touch with Jack Johnston and Peter Law about the agenda, and we would like to propose the following:
(a) Developments in the Golden Triangle (this would include
the political situation in the three countries).
(b)

Illicit production in the Golden Triangle and estimate of export availability. (This would include preparation of opium, manufacture of both morphine and heroin and the amounts believed to be involved. It would also include the source and availability of acetic anhydride (A.A.) and the price of narcotics and A.A.
Efforts being made in Thailand to enforce narcotics legislation and the progress and effect of the crop substitution programme. (This would include mention of the Thai Narcotics Control Board, efforts of the DEA and UN/Country programmes of crop-substitution in Thailand, Burma and Laos).
(a) The current situation in other S.E. Asia countries
involved in the import, export or re-export of narcotics.
(e) Illicit narcotics traffic into Hong Kong, including the
importation of A.A.

The current narcotics situation in Hong Kong including manufacture, distribution and trafficking, and enforcement efforts and future policies and strategies.
