In the light of these developments and following discussions with Home Office who have agreed in principle that the appointment of Mr. Law as the U.K. Liaison Officer would be of considerable benefit to the overall anti-narcotics scene in the U.K., it would appear that three steps now remain to be taken.

Obtain the formal agreement of the Ambassador of the British Embassy in Bangkok.

Obtain the formal approval of the Commissioner of Police Hong Kong to use his officer in this role.

Issue administrative directions to Mr. Peter Law.

As I understand the procedure it is now for me to ask you through your office to take this matter on on our behalf, particularly as Hong Kong Government and the British Embassy at Bangkok are concerned.

I should be most grateful, therefore, if you would agree to initiate the necessary action in this matter from your office, and secure the formal approval of those concerned.

Both Home Office and your Overseas Police Adviser are aware of this initiative.
