1. The information provided by Hong Kong for answering the first question is unfortunately misleading. The question is broadly phrased to embrace anyone concerned in exporting drugs: all we have been given is the number of people caught with drugs on them. There is no time to check again with Hong Kong, and so I have redrafted the answer. The Department will point out the lacuna to Hong Kong but I think we leave the matter unless or until Mr Hooley asks for the full information.
