HONG KONG: PQs: MR FRANK HOOLEY MP

1. Mr Frank Hooley MP (Labour

jakk 385),

Sheffield, Heeley) has

tabled 7 Written Questions on various aspects of the problem

of drugs in Hong Kong.

2. Mr Hooley put down 38 Questions for the FCO on Hong Kong last year (more than any other single MP) covering a wide range of matters. These included drugs and gambling, on which he asked 3 Questions on 3 November. His latest Questions are

HKK38 evidently designed to explore the problem of drugs abuse and

control in more detail. While the Hong Kong Government have, in my view, made considerable progress in recent years in, for example, breaking up drugs syndicates, there are various aspects of the problem of drugs which remain serious. It is not surprising, therefore, that the subject should continue to give rise to PQs and, as has happened in recent months, unfavourable publicity about, for example, the involvement of the Hong Kong Chinese community in the UK in drug trafficking.

3. The Hong Kong Government, whom we have consulted, have not been able to provide estimates for the number of drug addicts in all the countries mentioned in the third of Mr Hooley's Questions. UND do not have figures either for Korea, the Philippines and Japan (the three countries concerned) but they think that such information may be available in the UN Narcotics Division in Geneva. In these circumstances, and given the time available in which to answer Mr Hooley's Questions, I suggest that he be told the information is not "immediately available". If we can obtain it subsequently, which we shall endeavour to do, it could be

sent to Mr Hooley by letter.

4.

I submit draft replies based on information provided by the Hong Kong Government (Hong Kong Tel No 136 pf 7 February).
