Statistical Reports and their Purpose
Once the system is fully operational, statistical reports will be produced regularly. It is hoped that the information provided will establish a reliable and valid picture of the drug abuse scene in Hong Kong, thus assisting Government and voluntary agencies to determine a more rational basis for effective treatment, rehabilitation and prevention programmes.
The following questions, which will be answered by the system, give a broad view of its capacity:
how many new addicts or suspected addicts were reported during the previous month and each month (or any other time interval thought necessary) prior to that
what is the age and geographical breakdown of these newly reported individuals and how the distributions have changed over time..
what types of reporting sources these newly reported individuals first have contact with (e.g. from Police, from treatment, etc.) and how the initial contact pattern is changing over time.
what the primary drug of abuse, reported among these new addicts, is and whether there is a change in the drug-abuse pattern for new addicts compared to previous time periods
the total of individuals (now and previously reported) reported the previous month and during each specified time period
what the breakdown is for age, sex, geographical location, drug use pattern and type of reporting source for the total number of individuals reported in each time period, and how these distributions have changed over time
what the likelihood of being reported again is, by any or a specific source (e.g. Police," treatment agency, etc.) following a report from different reporting sources (e.g. Police, treatment agency, etc.) and how soon the subsequent report is likely to occur
what the likelihood is for individuals reported from a reporting agency (e.g. treatment) of having been reported previously by different sources (e.g. enforcement, treatment) and when this preceding report is likely to occur
how many distinct reporting sources have sent reports to the Register each month, and what the average difference in time is between the contact date and the date the report was received by the C.R.D.A.
what the distribution is of the number of reports
