The Data Collection System
To obtain the data required, a one page record sheet* was designed for distribution to all agencies** likely to make contact with drug abusers. The form, in English and Chinese, collects identifying, social, demographic and drug abuse information for each individual addict, whenever an agency makes contact with him or with a suspected addict. The forms are collected by the Central Registry on a monthly basis. They are screened by Registry staff for any obvious errors, before being passed to the Data Processing Division for processing and analysis. As previously mentioned, use of this form commenced on 1st September 1976, and up to 31st December 1976, 12,000 completed returns had been received.
The Data Processing System
The data processing system has yet to be designed and will not be functional until the last quarter of 1977. However, its main features will be:
the capability to identify whether or not an individual has previously been reported. This will avoid duplications and enable the production of various trend analyses,
the capability to detect errors and inconsistencies in reporting,
the ability to produce a wide range of analyses quickly, i.e. without the long delays inherent in the old C.R.D.A. system.

A copy of the record sheet, with relevant guidelines, is at Appendix B.
These include "voluntary" treatment agencies like the S.A.R.D.A., drug addiction treatment centres (run by the Prisons Department), hospitals, private practitioners, sanatoriums, methadone treatment centres and other religious/spiritual treatment bodies;
and
non-treatment agencies, like Police, Prisons, and various social services institutions.
