1. On the draft reply to one of Mr Robert Parry's PQs, that concerning the present whereabouts of persons wanted for questioning by ICAC, Lord Goronwy-Roberts asked why no action was being taken in respect of the four individuals in the UK.

The Hong Kong Government have now told us that these people are required for questioning in respect of non-extraditable offences. An approach has been made to one of those concerned, who has refused to co-operate, and similar responses can be expected from the others. There are no powers to require them to answer questions. The Hong Kong Government is continuing its investigations as far as is possible.

The problem is that as very often happens inccorruption cases; evidence to justify a charge (and hence extradition) can only be governed by interrogation of the suspect, his books and, e.g. bank accounts. When the suspect is outside Hong Kong it is almost impossible to carry out this investigation without his willing compliance.
