MR CHRISTOPHER CLEMENTS

1. Mr Keith Stainton MP has written to the Secretary of

State about Mr Clements who is in prison in Hong Kong facing

a charge of murder.

2.

Consular Department are concerned only with sub-paragraph

1 of Mr Stainton's letter, and Hong Kong have told us the

position.

3. Hong Kong and General Department have agreed to write to

Hong Kong about sub-paragraphs 2 - 4 of Mr Stainton's letter,

and will submit a further draft reply in due course.

4.

A draft reply to Mr Stainton is submitted.
