Do your inquiries reveal that such a circular or memorandum had existed?
I found no documentary evidence that it existed.
Do your inquiries reveal that such a document did exist? Purely based on something which was said to me by a serving police officer, document of this nature has existed. Was the officer from which you obtained this information of sufficient rank to have been properly aware of this? This document which was spoken of was marked "secret" and officer who spoke of it would have to be officer of very high rank.
