1.

Thank you for your letter of 12 May.

2. As you have raised the question again as to why I did not discuss ICAC procedures with Jack Cater and John Prendergast, I feel I must make it clear that when I visited Hong Kong in November-December 1976, I only saw Cater at my own request at the commencement of my visit. The Commissioner of Police had not included Cater, nor for that matter, the Secretary to the Civil Service, in my preliminary calls. Prendergast made no attempt to see me (any more than he did at my previous visit in 1974) nor did Cater suggest I should meet him.

3. I would welcome the opportunity to see Jack Cater when he is in London and will arrange with John Stewart to do so on a date convenient to him. If as a result of my meeting with him it appears clear that the impression gained in Hong Kong may have been a misleading one, you may rest assured that I would be the first to admit it. However, as I have already stated, my personal concern was to identify further potential threats to the morale of the Royal Hong Kong Police Force which, as we are all aware, has suffered several and unavoidable set backs during the period of operations of the ICAC.
