branch of the government. These issues directly affect the public's confidence in the integrity of the government and of the police force, and deserve to be carefully examined, not brushed aside or covered up.
We feel it is essential that you institute an Independent Commission of Enquiry to look into the circumstances of Sergeant Khan's demotion and the subsequent behavior of senior government officials involved in the case. For obvious reasons, no one from the Royal Hong Kong Police should be part of the Commission.
We have uncovered a new witness who has not previously been interviewed by the police or the ICAC, and who is willing to testify before an independent commission. We have been looking into this matter for some time and hope that you will grant us a meeting so we can present our case in persion.
