ORDINANCE FOR THE CONSTRUCTION OF THE ABERDEEN TUNNEL

Background

At its First Review in 1975, the Public Works Sub-Committee approved the upgrading of Item HH14(6) - Aberdeen tunnel, Stage I to Category A for the construction of a single-tube tunnel facility. Further approval was given by the Sub-Committee in March 1977 for the scope of the project to be increased to a twin-tube tunnel. The project now comprises the construction of a twin-tube tunnel which runs from the Colonial Cemetery, Happy Valley for two kilometers underground between Mount Nicholson and Mount Cameron and emerges into the Wong Chuk Hang Valley near Nam Fung Road. The tunnel will be linked at the northern end to the Canal Road flyover extension, the construction of which is now well underway. A toll plaza for the tunnel will be built at the southern end of the tunnel together with a grade separated inter- change with Wong Chuk Hang Road. The tunnel works are indicated on the plan at Annex A.

Need for Night Working

Construction work on the tunnel has already started and it is important that the project should be completed by 1980 for the following

reasons:

According to the estimate made by the consultants commissioned to carry out a traffic study for the Aberdeen Tunnel project, the bulk of the projected population growth in Aberdeen will take place before 1981. The completion of the tunnel before 1981 is therefore necessary to cope with the increased traffic to be generated by the estimated 96% increase in population in this area;

the construction of the project: "Canal Road flyover: extension to Wong Nei Chung Road", which forms
