In addition to the structures mentioned above, the resumption will involve clearance of 40 other ancillary temporary structures including two workshops, two shops, pigsties etc. The owners of the two shops and two workshops will be offered ex-gratia allowance estimated at $60,000 in accordance with current policy and funds are available for this purpose in the Housing Department's Compensation Vote.

Negotiations to obtain voluntary surrenders of private land are still in progress but the institution of formal resumption proceedings is recommended to avoid any delays which may be caused by absentee landowners or registration of succession difficulties. As the land to be resumed lies within the Yuen Long Layout Plan, owners of agricultural land will be offered the alter- native of a land exchange on Letter B terms with a credit of $10 per square foot or cash compensation which includes an ex-gratia amount to bring the total compensation up to $17 per square foot if the cash offer is accepted prior to the date of reversion. If exchange entitlements are accepted then the amount of cash com- pensation to be paid will be reduced accordingly.

Honourable Members will be asked to advise, under section 3 of the Crown Lands Resumption Ordinance (Chapter 124), whether the resumption of the lots listed at Annex B is required for a public purpose, namely to implement Package 3B, Yuen Long Town Development, Yuen Long, New Territories.
