RESUMPTION OF LAND FOR PACKAGE 3B YUEN LONG TOWN DEVELOPMENT, YUEN LONG, NEW TERRITORIES

Packages 3B and A Yuen Long Town Development programme when completed will provide land for residential and commercial development, service industry and open space, associated amenities and other facilities including an ambulance depot. In order to implement the whole of this package 3B, it is necessary to acquire private land for site formation and construction of roads and drains.

The project is in Category A of the Public Works Programme and the Director of Public Works has recommended the acquisition of 71, 348.6 square metres (767, 991 square feet) of agricultural land. The general location of the land to be resumed is shown coloured orange on the Identification Plan at Annex A. The Secretary for the New Territories is satisfied that the area of private land involved is the minimum necessary to implement the project. Compensation for resumption and clearance is estimated at $13.5 million and sufficient funds are available within the approved project estimate to meet the expenditure provided that land exchange entitlements are accepted as anticipated.

The clearance will involve payment of compensation for crops, fruit trees, irrigation sumps and wells, as well as ex- gratia allowance to cultivators and ex-gratia disturbance allowance to the displaced pigbreeders and poultry farmers.

Twelve (12) temporary structures (8 on private land and 4 on Crown land) used for domestic purposes will have to be cleared. These domestic structures are occupied by 13 families, comprising about 82 persons who, if found eligible, will be offered public housing. These families may also be eligible for an ex-gratia domestic removal allowance of up to $1,000 per family. If no suitable public housing is available, they will be offered spaces in a local temporary housing area and ex-gratia domestic removal allowance. Families not eligible for public housing will be given spaces in a temporary housing area and may be eligible for ex- gratia domestic removal allowance.
