an ex-gratia domestic removal allowance of up to $1,000 per family. Families not eligible for public housing will be offered space in a temporary housing area in Tuen Mun and may also be eligible for ex-gratia domestic removal allowance, Genuine cultivator-families who opt for resites outside the layout will be offered an ex-gratia rehabilitation allowance of $5,000 per family but will forfeit their priority for public housing.

Negotiations to obtain voluntary surrenders of the private land are in progress but the institution of formal resumption proceedings is recommended to avoid delays which may be caused by succession difficulties or absentee landowners. As the land to be resumed lies within the boundaries of the New Town, the owners of agricultural land and brick kiln yard land will be offered the alternative of land exchange entitlements on Letter B terms with a credit of $10 per square foot or cash compensation which will include an ex-gratia sum to bring the total compensation up to $17 per square foot if the cash offer is accepted prior to the expiry of the resumption notice. Owners of building land will also be given the alternative of an exchange offer or cash com- pensation. The amount of cash compensation to be paid out will be reduced to the extent that land exchange entitlements are taken up.
