The Director of Public Works has recommended the resump- tion of 32, 565 square metres (about 350, 533 square feet) of private agricultural land, 2, 023. 4 square metres (about 21, 780 square feet) of brick kiln yard land and 121. 4 square metres (about 1, 307 square feet) of building land in Area 17 of Tuen Mun New Town to implement site formation in connection with Stage IIA of the new town development. This project is included in Tuen Mun New Town Engineering Develop- ment, Package 14, and is in Category 'A' of the Public Works Pro- gramme. Development works are scheduled to commence in early December 1977. The land to be formed will later be sold for industrial development.

The general location of the land to be resumed is shown coloured orange on the Identification Plan at Annex A. The Secretary for the New Territories is satisfied that the area of private land to be resumed is the minimum necessary to implement this project. Com- pensation for resumption and clearance is estimated at $7.34 million and funds are available in the approved project estimate to meet this expenditure provided that land exchange entitlements are accepted as expected. The cost of ex-gratia allowance for 5 commercial and 5 industrial undertakings housed in temporary structures is estimated at $150,000 and will be met from the compensation vote of the Housing Department under which funds are also available.

The clearance will involve payment of compensation for crops, fruit trees, wells, irrigation sumps and fences, together with ex-gratia allowance to cultivators and ex-gratia disturbance allowance for displaced pigbreeders and poultry farmers.

Seventy-one temporary structures (66 on private land and
5 on Crown land) used for domestic purposes will have to be cleared. These are occupied by forty-nine (49) families who, if found eligible, will be offered public housing. These families may also be eligible for
