Crown Lands Resumption Ordinance
(Chapter 124)
RESUMPTION OF LAND, TSING YI DEVELOPMENT (AREAS 1, 4 AND 6 - RECLAMATION OF TSING YI BAY
TSING YI, NEW TERRITORIES)
On 30th August 1977, having considered memorandum XCR (77)231, Honourable Members advised, under section 3(2)(c) of the Public Reclamations and Works Ordinance (Chapter 113) that Stage I (comprising about 35.5 acres of foreshore and sea bed) of a substantial reclamation in Tsing Yi Bay should be authorised. Following reclamation, Tsing Yi Bay will provide land for a Town Centre; Government, institution and community facilities; open space; a pier and ferry concourse, and light industrial development. A road reserve for the proposed second bridge link to Tsuen Wan also crosses the area. Funds for the clearance of the various development areas on Tsing Yi have been provided by means of a single item (No NDE 6(2)) in Category A of the Public Works Programme.

The Director of Public Works has recommended the resumption of 2, 104.3m2 (22,651 square feet) of agricultural land and 2, 423, 9m2 (26,091 square feet) of building land within Tsing Yi Areas 1, 4 and 6 in connection with reclamation of Stage I (the southern part) of Tsing Yi Bay and the construction of roads and drains for central Tsing Yi development. Work is due to commence in November 1977.

The general location of the land to be resumed is shown coloured orange on the Identification Plan at Annex A. The Secretary
for the New Territories is satisfied that the area of private land involved is the minimum necessary to implement the development. Compensation for resumption and clearance is estimated at $3,4 million and sufficient funds are available within the approved project estimate to meet this expenditure provided that land exchange entitlements are accepted as expected. The cost of ex-gratia allowances for 3 commercial and 11 industrial undertakings is estimated at $250,000 and will be paid from the Compensation Vote of the Housing Department under which funds are also available.
