RESUMPTION OF LAND FOR THE CONSTRUCTION OF TUEN MUN ROAD, STAGE II, TUEN MUN,

NEW TERRITORIES

A

The Tuen Mun Road project comprises the construction of two 3-lane carriageways, 15 kilometres long, to provide a high capacity route linking the two new towns of Tsuen Wan and Tuen Mun. Stage I involves the construction of a 3-lane carriageway over the entire length on the north side; and construction of both carriageways at the interchanges at Sham Tseng and Tai Lam Chung; and, in areas of deep rock cutting, the excavation to full formation width for both carriageways. Work on Stage I commenced in October 1974 and is due to be completed in February 1978.

Stage II of the project is in Category A of the Public Works Programme under Item NH2(4) at an estimated cost of $82 million and comprises essentially the construction of the remaining sections of the southern 3-lane carriageway and other ancillary works required for the completion of the dual carriageway project. Engineer- ing works are due to start on 31st January 1978 and will take 18 months to complete. The Director of Public Works has recommended the resumption of 5, 858 square metres (63, 057 square feet) of agricultural land at So Kwun Wat, Siu So and Siu Lam, Tuen Mun, New Territories, for its construction. It is possible that further land may have to be acquired in the future in connection with associated drainage works.

The general location of the land to be resumed is shown coloured orange on the identification plan at Annex A. The Secretary for the New Territories is satisfied that the area of agricultural land to be resumed is the minimum necessary to implement this project. Compensation for resumption and clearance is estimated at $621,000 and sufficient funds are available within the approved project estimate to meet this expenditure.

The clearance will involve payment of compensation for crops, fruit trees, ex-gratia allowance for cultivators, ex-gratia disturbance allowance for displaced pigbreeders and poultry farmers, together with compensation for the removal of graves, urns, fences, pipelines and wells.
