The Director of New Territories Development has recommended the resumption of 62, 270 square feet (or about 5, 785 square metres) of private agricultural land at Tsang Tai Uk, Sha Tin, New Territories, for the construction of Primary Road Pl in Areas 5, 28 and 48, Sha Tin, This project is included in Category 'A' of the Public Works Programme under Item No NDE2(6). Road P1 will serve most of the south-eastern part of the New Town which includes public and private housing in Area 5, the Government Institution Community zone in Area 28 and the private development of 1, 852 flats in Area 48.

The general location of the land is shown coloured orange on the Identification Plan at Annex A. The Secretary for the New Territories is satisfied that the private land involved is the minimum necesssary to implement this project. Compensation for resumption. and clearance is estimated at $721, 000 and funds are available in the approved project estimate to meet this expenditure,

The clearance will involve compensation for crops, fruit trees, miscellaneous improvements such as irrigation pipes, wells and fences and ex-gratia disturbance allowance to cultivators.

No building land is involved in this resumption. However, some temporary structures on private land currently covered by Short Term Waivers will be voluntarily cleared on the expiry of the three months' notice of cancellation of these waivers. A Waterworks Office contractor's site office and works area situated on Crown land within the resumption/clearance limits will be voluntarily cleared by the contractor concerned. In addition, ex-gratia allowance estimated at $20,000 will be paid from the Housing Department's Compensation Vote for a temporary structure on Crown land used as a shop-cum- canteen which is affected by this resumption. No family will be displaced and payment of ex-gratia rehabilitation/building allowance will not be necessary.
