SHA TIN NEW TOWN - STAGE I, PHASE 2 DEVELOPMENT OF AREAS 4A (PART) AND 4E SHA TIN, NEW TERRITORIES

Included in the Sha Tin New Town Stage I Phase 2 development is the formation of 14 hectares of formed land in Areas 4A (part) and 4E, which front the southern bank of the Shing Mun River to the north of the Tai Po Road. The land is required principally to provide a site for the first stage of the Mei Lam Public Housing Estate which will provide 15,000 housing units in Area 4A. In addition it is necessary to construct that part of a primary distributor road (P2) which crosses the site, and associated road junctions, as well as a trunk sewer, local roads and drains. The project is in Category A of the Public Works Programme under Item NDE2(14). Site formation works are scheduled to commence in July 1977 and to be completed in twelve months.

The Director of New Territories Development has recommended the resumption of 820, 782 square feet (about 76, 253 square metres) of private agricultural land and 11, 313 square feet (about 1,051 square metres) of private building land at Pak Tin and Tai Wai, Sha Tin for the development of Areas 4A and 4E, The general location of the land is shown coloured orange on the Identification Plan at Annex A. The Secretary for the New Territories is satisfied that the land to be resumed is the minimum necessary to implement this project. Compensation for resumption and clearance is estimated at $18, 16 million and funds are available in the approved project estimate to meet this expenditure.

The clearance will involve compensation for crops, fruit trees, pine trees, potted flowers, and ex-gratia disturbance allowance for cultiva- tors. Compensation for the removal of graves, bone pots, fences, pipe- lines, wells and a fish pond will also be paid together with 'Tun Fu' ceremonial fees.

A total of 462 temporary structures (376 on Crown and 86 on private land) used for domestic purposes and situated within the resumption/ clearance limits will have to be cleared. These temporary structures are occupied by 431 families. The displaced families, if found eligible, will be offered public housing in Sha Tin, Those found to be ineligible for public housing will be offered space in a Licensed Area in Sha Tin.
