On the Urban Renewal District Outline Zoning Plan (Plan Number LH 3/56), the site covers two residential zones with an open space zone in between. The Society has applied to the Town Planning Board through its consultants, Messrs Galbreath-Ruffin International Limited, for planning permission under section 16 of the Town Planning Ordinance to include the open space area with its redevelopment scheme. The Board's approval has been given to the Society to erect two residential tower blocks on a three-storey podium on condition that it will provide adequate open space within the project. The new building will comprise the following accommodation:

The scheme when completed will provide accommodation for 3, 676 persons. It will thus provide more and better housing accommodation than the present buildings, and will also make more economical use of the land and help to improve the general amenity of the area.

The project requires the clearance of an estimated population of 776 persons from 155 domestic and 17 non-domestic units. To facilitate the clearance, it is intended that domestic units in the Society's new Mei Sun Lau building at Connaught Road West will be offered for sale on concessionary terms to the residents. Those residents not accepting the Society's offer will be offered rented accommodation either in the Housing Authority or the Housing Society estates depending on each family's circumstances. In addition to an offer of housing, advance cash payments will be made to domestic occupiers at the rate between $16 to $22 per square foot.
