1. Please refer to your telegram 274 to Budapest in respect of the above-named.
2. We decided that the attached modified reply on behalf of the Secretary of State for Foreign and Commonwealth Affairs should be sent to Mr Pal Peterfalvy, because we have found him to be a rather difficult and insistent individual. We felt that if the formula "we can see no reason to ask the Hong Kong Government now to reverse the decision..." were used, he might have taken this as an indication that he could lobby us to approach the Hong Kong Government on his behalf at an early date.
