I have been considering whether there is anything we could usefully add to the defensive brief contained in FCO Circular '0' 14/74. While one might now want to alter the odd word here and there, by and large it remains the best available exposition of the problem. With a little ingenuity one can make quite a lot of the proposition that Hong Kong is self-evidently "a special case".
