Hong Kong Visas for East Europeans
Your letter of 14 October 1977 to Alan Donald arrived after he had left en route for Zaire and I am replying to you myself.
Believe me, we do appreciate the difficulties you face in the rather special circumstances of the foreign community in Hanoi and we do strive not to add to your problems. Indeed if anything I think we view applications made to you rather more sympathetically than those originating from farther afield.
I am relieved to be able to tell you that there is no truth in what either Colonel Rusu or Mr Karagiozov said to you! We have consulted our records back to 1964 and these show that Mr Kover has been issued with only two visas for Hong Kong, both in Hanoi, one in 1972 and the other in 1976. Mr Kover and his wife visited Hong Kong from 28 February to 1 May 1976 and this is their only visit on record. Mr Kover has never to our knowledge applied for visas for Hong Kong from any post other than Hanoi.
We have no record of any applications by either Colonel Rusu or Mr Karagiozov, either from Hanoi or elsewhere, and I think it is safe to say that they have not visited Hong Kong since 1964.
