VISAS TO HONG KONG FOR VIETNAMESE

1. I see no objection to a gentle indication of our views being sent to Hong Kong provided we make clear that at most we are asking for slight relaxation in the issue of short term visit visas for genuine trade purposes. When doing so we should explain in full our views on the benefits likely to accrue to the UK and Hong Kong from such visits.

2. FED see no reason why China should raise any objections to a slightly more liberal attitude but the final judgement on this must rest with Peking and the Political Adviser, Hong Kong.
