near to HONG KONG is causing more people to seek to leave CHINA illegally.. On the one hand we have reports of population losses from PAOAN County of over 2000 persons in recent months and on the other that the combined Chinese/British arrest rate is 70% of the overall number escaping. There is to date a lack of any substantial number surfacing in HONG KONG from PAOAN County and it is possible that, as the cadres themselves believe, many of those 'missing' could be under arrest in CHINA.
