We know that those escaping from PUCHI and YENTIEN Communes have been relatively more successful in evading Border controls and this could explain the higher percentages surfacing from these two communes. The pattern of surfacing generally from PAOAN County is virtually in chronological order within two months of arrival. The evidence from the numbers surfacing to date would tend to suggest that a majority of these 2630 are under detention in CHINA . This assumption would also tend to support the reported 70% arrest rate which would in this case produce a figure of 780 evaders to 1840 arrests (90 of the latter having been arrested in HONG KONG).
10. We have however no recent information on the current reception/detention centre population in PAOAN County. The period of detention for an initial escape is 2 months in PAOAN and to this could be added a period for investigation of their offence. Since most of the recent escape attempts date from Mar 77 it is possible that many, could, by early Jun (the date of the SB report), not have been returned to their communes.
Conclusion
11. The evasion figures for 1977 do not yet give cause for concern and arrests to evaders are so far at a ratio of 1:2.5. There is evidence that the effects of the winter and spring drought in counties
