1. Attached, under a letter of 7 February from the Assistant Political Adviser in Hong Kong, is a copy of the Hong Kong Chief Immigration Officer's paper on the CPG's issue of exit permits to Chinese immigrants for Hong Kong.

2. I would like to supply Mr Drace-Francis with the comments he invites, if only as an encouragement to the Hong Kong Government to keep as well informed as possible. If you have views, I would be grateful for them by the end of this month. Perhaps, in the circumstances, I should have Nil Returns as well.
