1. Thank you for your letter SCR 1/6/2901/55 V of 7 February about legal emigrants from China. We had already noted Mr Chui's report which appeared as Appendix B to the Director of Immigration's report of 1 February. It is of considerable interest.

2. Paragraph 2 of the Chief Immigration Officer's note contains the clearest statement I have yet seen of Chinese policies on emigration. I should be grateful to know whether the "Six Cate- gories" have ever been published and, if so, whether you can indicate when and where they appeared. If they are not known from published material, would you have any objection to our alluding to this policy of Chou En-lai in our talks with the Chinese Foreign Ministry about consular cases? As you may know, we do from time to time draw the attention of the Ministry of Foreign Affairs to cases which are known to us where people in China wish to join their relatives in Britain. Category ii could clearly be useful to us in this context.
