even less is known about them. One may have been issued in May 1971. In the second half of 1973, the State Council was reported to have promulgated

further instructions directing all relevant organs further to implement the policies on Overseas Chinese affairs

and on the emigration of Overseas Chinese and their dependants. It is not clear whether the reference is to the six criteria of 1972 or to another document. The source for this information is arein a "Traveller's Tale", dated November 12, 1973.

5. Where an exit permit is granted, it is frequently after a long wait or repented inquiries (see pare.5 of Mr Chui's report). Bribery of officials handling annlications for exit permits is known to exist, though probably not to a great extent.Sums of between 500 yuan end 2000 yuan have been mentioned in debriefing reports. (See para.11(e) of Mr Chui's report).

6. As a gloss on Mr Chui's comment at para.11(a) of his report that the State Council's policy of 1972 was criticised by the "gang of four", travellers leaving China in December 1976 were told that the delay of years in issuing exit permits in one Kwangtung county could be blamed on followers of the "gang",who had "failed to implement Hao's policy of showing consideration

to Overseas Chinese" ("Travellers Tales" December 29, 1976).
