from Chung Shan in 1971. He stayed with his aunt in Macao for two or three months (during which time he obtained his Macao identity card) and then entered Hong Kong illegally, still in company with his uncle. (He claims that he now has no knowledge of this uncle's whereabouts).

Mr Li is an illegal immigrant and a convicted criminal. The Director of Immigration has given careful consideration to the facts that Mr Li was only 12 or 13 years of age when he entered Hong Kong, that he stayed in Macau for only a few months and that most of his family members are in China. He will be 19 years of age in October. It is clear that he has some connection with Macao through his aunt and he is a native of Chung Shan District, which adjoins Macao. His stay here has never been legalised as he has no claim on Hong Kong, whereas he did become a legal resident of Macao during the short time he was there.

On balance the Director of Immigration feels that it would be in both Hong Kong's and Mr Li's interest to return him to Macao, where he may have an opportunity of making a fresh start away from the scene of his criminal associations in Hong Kong. The Director of therefore recommends that upon Mr Li's release from the detention centre he be deported to Macao where his re-entry is assured. The Commissioner of Police concurs.

Honourable Members will be asked to advise, under section 20(1)(a) of the Immigration Ordinance (Chapter 115), whether Mr LI Wai-lun alias NG Yuk-tong alias NG Iok-tong should be deported for life.
