HONG KONG, PUBLICITY ABOUT THE GREEN PAPER PROPOSALS ON NATIONALITY

1.

Attached is a copy of the Hong Kong Secretary for Home Affairs' letter of 29 April to the Head of HKGD, in which Mr Bray complains, with some justification, that Hong Kong's own publicity arrangements were pre-empted by a Hong Kong television network that broke the embargo imposed on Reuters by the FCO and presumably passed on by Reuters to their customers.

2. I would be grateful for your views on what might be done to prevent this happening in future, and what might be said to Hong Kong in order to placate them. Would it perhaps be possible for you to have a word with Reuters, report to them this failing by one of their customers and ask them to speak hardly to the television company, and for me to report all this to Mr Bray?
