Dear Sir,

Ever since the establishment of our Union in 1973 we have not been recognized by the Hong Kong Government as a consultative body on matters concerning the Government non-graduate teachers despite the fact that out of the total number of about 3,000 Government school teachers, 2,400 are non-graduates, and 2,000 of them are our members. All these years we are suffering from Government's one- sided decisions and implementation on change of salary scate and condition of work. The Union's right for collective bargaining is totally ignored

Not any one party of the staff side has been misted to discuss the conversion of Government Primary Schools into secondaries and the hand-over of such schools to the private sector this summer, and more seriously, the same thing happened when the Government suddenly announced on 6th July, 1977, the

implementation of compulsory early retirement !

We have petitioned the Governor and all other appropriate authorities, and

on 3 to August 1977 we forwarded to the HIC. Government a resolution of the Joint Conference of the Asian Co-ordinating Committees of the World Confederation of Teachers and the luternational Federation of Employees in the Public Service ursing the HK Government to start talking with us. But up to now we receive

no sincere response.

This is a matter of principle which the Atk. Government tends to ресу по

respect at all. This gives us to choice but to forward our grievances to you with a hope that trade Union rights and the right are job-security of civil servants in Ht.le. will gain your attention and appropriate actions.
