I enclose a copy of a letter dated 2 September addressed to the Secretary of State from the Government School Non-Graduate Teachers' Union. A letter in similar terms has also been sent to John Steurt. I shall be grateful if you will let me have comments on this letter in order to assist me in framing a reply on behalf of the Secretary of State, bearing in mind the importance which is attached here to the growth of trades unions in Hong Kong.
