The Principal Government Highway Engineer has also advised that discussions would have to be re-opened with the utility companies to resolve problems associated with the relocation of utility services. The total delay in the commencement of this flyover project would be of the order of six months and the additional cost involved in redesign work is estimated to be about $350,000.

The Director of Urban Serv ices advises that although the giving up of a three metre strip of land to allow relocation of the flyover will probably not result in any significant reduction in the scale of provision of recreational facilities, there will be less space for circu- lation and the facilities will be more cramped. It is also likely that the Urban Council will not agree with this proposal, bearing in mind the likelihood of consequent delay to the Victoria Park Improvements and Extension project, and the need for the Council to pay the consul- tants who are in the process of preparing the sketch plans for design work which has already been done but will be wasted if the flyover is resited.

On balance, it is considered that the lowering of engineering standards and the extra cost and delay consequent upon relocating the flyover a further three metres away from Bayview Mansion could only be justified if there would be a definite reduction in noise levels for the building's residents. As this is not the case, unless Honourable Mem- bers raise any objections, it is proposed to proceed with the authorisation of the proposed Tai Hang Road Flyover and associated works as illustrated on the plan annexed to memorandum XCR(77)205 under delegated powers.
