(f) preliminary investigation of new road links to
Mid-Levels and Pok Fu Lam reveals that such routes, although probably feasible, would be costly to construct and sub-standard. Further- more, they could not produce improvements in traffic conditions in either area immediately (paragraph 11(d) );
(g) the introduction of new forms of transport, such
as a modern monorail system, moving walkways, mass transit railway or a light rail system, should be ruled out as a solution to transportation problems in the Mid-Levels and Pok Fu Lam areas in the short-term for practical, technical or financial reasons. In the longer term only the monorail may be of use, but a comprehensive feasibility study, such as is expected shortly in Kowloon, would be required to confirm this (paragraph 11(e)); and
(h) the establishment of new schools in the Mid-
Levels will not be encouraged (paragraph 11(f) ).
It appears unlikely that existing transport and highways systems serving Mid-Levels and Pok Fu Lam can be improved sufficiently in the near future to allow the lifting of building restrictions still applicable in the Mid-Levels area or the modification of lease conditions and easing of planning controls in Pok Fu Lam. However, the present programming of highways projects, which will improve road links with the two areas, indicates that the benefit of them may begin to be felt in about 1979 or 1980. It would, therefore, be appropriate to review the situation again in 1977 to determine whether progress warrants an easing of restrictions and controls to permit the planning and construction of development projects, the completion of which would coincide with the completion of the highways projects.

Honourable Members will be asked to advise whether:
(a) the restrictions imposed by the Temporary
Restriction of Building Development (Mid- Levels) Ordinance should be extended until 31st July 1977 and a draft resolution introduced into the Legislative Council accordingly;
(b) the administrative restrictions on modifications
and new sales in the Pok Fu Lam area should remain in force; and
