POK FU LAM ROAD/CONNAUGHT ROAD WEST LINK

This memorandum contains proposals formerly included in memorandum XCC(77)40 which related additionally to "Building Restrictions in Pok Fu Lam and Mid-Levels" and which was withdrawn from the Council's agenda of 7th June 1977. The parts of that memorandum which related to the building restrictions will form the subject of a separate memorandum to be discussed on 28th June 1977).
Western District and through it the Connaught Road and the waterfront is directly linked with the Pok Fu Lam Road only by Hill Road, which is steep, winding and of a very limited capacity. Because of its inadequacy, much of the traffic to and from Aberdeen and Pok Fu Lam makes its way through the congested Mid-Levels roads. To relieve these roads and provide for an adequate connection with the western areas of Central, it is proposed to construct an elevated road mainly along the line of Hill Road, linking Pok Fu Lam and Connaught Road West. The work is covered by a Category A item in the Public Works Programme.

In accordance with section 3(3) of the Streets (Alteration) Ordinance (Chapter 130), a notice was published in the Government Gazette on 7th, 14th and 21st January 1977 describing the proposed link between Pok Fu Lam Road and Connaught Road West. The under - taking is illustrated on the plan at Annex A and consists of an elevated road along almost the full length of Hill Road, joining Pok Fu Lam Road near the Redmond Building and Connaught Road by means of a slip road to be constructed on part of the new Western Reclamation. The scheme will also involve alteration at ground level to the alignment, level and width of Hill Road and has been devised as an alternative to the earlier proposal to build an elevated road along Water Street because it will involve only minor property acquisition and will have less severe environmental effects. Subject to authorisation of the undertaking, work is due to start at the beginning of 1978 and be completely by the end of 1979.
