PURPOSE

To proceed with construction of the tunnel and to decide what role, if any, the Cross Harbour Tunnel Company has to play.

To decide whether there should be such a scheme and, if so, to determine its nature.

To determine the priority of this project in relation to other proposed bridge items.

PROGRESS MADE & PRESENT POSITION

(a) Tenders for the Aberdeen Tunnel civil (a) Award civil engin- I

engineering contract have been received and are being studied.

(b) Consideration is being given to the

merits or otherwise of the Cross Harbour Tunnel Company operating the tunnel, having regard to the transport objectives of this facility. The Cross Harbour Tunnel Company will submit proposals on this to Government.

(a) The Working Party considered the

draft ExCo paper detailing the options available for compensation for victims of traffic accidents. It concluded that a Motor Insurers Bureau could at most supplement a "no fault scheme" and recommended that a Traffic Accident Compensation Fund be established, financed by levels on vehicle and driving licences.

Comments on the draft ExCo paper have been received and incorporated and the paper is being cleared within the Branch.
