ENVIRONMENT BRANCH QUARTERLY PROGRESS REPORT 1st May 1977 to 31st July 1977

Purpose

To make plans for all transport facilities over the years to 1991 and to prepare a White Paper on Transport Policy.

To develop a Programme Plan for the KCR on the basis of a consultancy study on the modernization of the railway system.

Progress Made & Present Position

(a) The Working Group on Transport

Policy has continued to meet regularly and, assisted by a Sub-Group, to study major problem areas.

(b) Drafting of an internal fore- runner of the White Paper has commenced.

Four progress reports have been considered by the Steering Group which has agreed that the proposed branch lines from Tai Po Market to the Tai Po Industrial Estate and from Shatin to Kwai Chung are not justified and should be exclud- ed from further study. The consultants expect to submit a draft final report at the due date of the end of September 1977. (b) A draft PWSC paper has been

submitted to Finance Branch to seek an increase in the project estimate to cover an extension of the scope of the consultancy. (c) The job description for the

Liaison Officer post was issued in May, after a careful review of his role.

(b) Obtain approval to the extended scope of the consultancy and conclude a supple -mentary agree- ment with Transmark.
