PURPOSE
(a) To evolve an
agreed policy for the control of hawking
activities.

usefulness of the Hawker Permitted Area scheme and
to draw up propo- sals regarding on-street hawking activities.

PROGRESS MADE & PRESENT POSITION
(a) (i) An inter-departmental meeting to discuss (a)
hawker policy in the light of the recent ICAC report on this subject was held on 30th March 1977. A number of Government departments are now providing the information necessary to permit a proper reappraisal to be made of the relation- ship between policy and resources in this field, with the object of introducing more effective hawker management.
(ii) Arrangements are in hand to establish more effective communications between Environment Branch and the Urban Council, with the aim of providing a better working relationship between policy and resource provision.
(b) The Urban Council and the Director of Urban Services are giving further consideration to the question of hawker control.

Urban Council has decided that there should be no additional HPAs. Existing HPAs to continue, with existing controls over their operation maintained.
S.N.T. has now produced a paper on action plan to control hawking activities in Tsuen Wan.
NEXT QUARTER TARGETS
(i) Environment
Branch to
assemble the necessary information,
discuss further with departments involved and produce an options paper by July 1977.
(ii) Establish an
effective work- ing relationship between Environ- ment Branch and the Urban Council.
(b) Set out firm
proposals for hawker control by July 1977.
(c) Consult relevant
departments, with
the aim of drawing up
proposals for control- ing on-street
hawking activities outside HPAs by mid-1977.
(a) Monitor progress of
proposals set out in SNT's paper.
