Hong Kong
Mr. Dan Jones asked the Secretary of State for Foreign and Commonwealth Affairs what further progress is expected over the next five years in the provision of preventive health service in Hong Kong.
Mr. Luard: Over the next five years the Hong Kong Government plan:
(a) to take steps to ensure the continued absence, further reduction and, where pos- sible, eradication as appropriate of a number of communicable and other diseases;
(b) to increase the number of health centres for mothers and children;
(c) to introduce a comprehensive scheme for the early detection of disabili- ties among infants and to improve arrangements for eyesight and hearing tests in schools;
(d) to establish a central health educa- tion unit and three regional health educa- tion centres; and
(e) to improve the organisation and standard of health services for workers.
Mr. Dan Jones asked the Secretary of State for Foreign and Commonwealth Affairs if he will give figures to show how the increase of hospital beds in Hong Kong over the past three years and the coming five years.

Mr. Luard: The Hong Kong Govern- ment's plans include the following:
new
(a) the completion of three major hospitals, a further five clinics, one health centre and three poly-clinics by 1983-84;
(b) the regionalisation of medical and health services to ensure a more efficient use of hospital beds and other facilities;
(c) the establishment of a dental training school and a second medical school by 1980 and 1981 respectively;
(d) the completion of a third nurse training school by 1981; and
(e) the opening, as necessary, of additional methadone maintenance and detoxification clinics for the treatment of drug addicts.
Central African Public Offices Agreement
Mrs. Kellett-Bowman asked the Secre-
wealth Affairs if he will take steps to tary of State for Foreign and Common-
ensure that the obligations to pensioners of the Federation of Rhodesia and Nyasa- land under Articles 8(1) and (2) and 10(1) and (3) of the Central African Public Offices Agreement, dated 27th May 1964, a copy of which has been sent to him, and which was signed on behalf of Her Majesty's Government, are honoured.

Banabans
Mr. Warren asked the Secretary of State for Foreign and Commonwealth Affairs when he will offer a cash settle- ment to the Banaban community; how much money he proposes to offer; and if interest will accrue on the sum because of the delay by his Department in pro- ducing proposals.
