Workers are encouraged to join trade unions. The trade union leadership has gone on record as recognising the leading role of the Communist Party in society, under- taking to share in carrying out the Party's policy and rejecting the idea of the independence of the trade unions from the Party. No rival non- Communist unions are allowed.

(vii) Authority to emigrate legally is very

difficult to obtain, although it has recently been granted slightly more readily to members of the German minority wishing to emigrate to the FRG.

A few Czechoslovak citizens living abroad have been quite legally deprived of citizenship which would enable the authorities to treat them as foreigners and deny them entry to Czechoslovakia. We have not heard of cases of deprivation of citizenship in the last two years, however.
