General Observations

In 1976, which was a more disturbed year than any since 1969, it is doubtful whether more than 20 people were involved in serious violations of human rights. Now that the Government is well established, the situation is better than in earlier years. Only the exiles of the former Arias regime can really complain, and they have relatively free access to their es- tates and business interests.

It seems to us that Panama City (who had of course no knowledge of the markings being given by other posts) have been rather harsh in their judgements. Our own suggested ratings are given in brackets after those of the post.

If there is an offence with which a suspect can be charged, this will usually be done promptly. But there is in practice nothing to stop the police holding people for lengthy periods on suspicion. Arrest can be arbitrary and the wealth and contacts of the individ- ual make a considerable difference to the outcome. Exile is used for important people suspected of plotting against the regime.

Torture is almost certainly used on occasion and the regime would use it more extensively if necessary, especially in the event of subver- sion.

There is nothing approaching slavery. Some deprived groups in the interior are still in economic dependence on the local bosses.

All the media are careful not to offend the Government and follow a generally sycophantic line. Never- theless, outside criticisms of the regime are sometimes published in full, usually accompanied or follow- ed by the Government's rebuttal.
