The number of civil service unions and their estimated membership as at 31.12.76 is at Appendix I.
The law prohibits federation of unions not in the same trade. However, its requirements for amalgamation and for registering a new general union are not stringent.
The SRO in 1968 had previous staff side experience.
The role of the Staff Relations Officer is described at Appendix II. He is not intended to be a "mediator".
There is no secrecy about the fact that PIU officers, when not doing private sector surveys, handle structuring case work. This has been specifically mentioned to SCSC.
The PIU spends about 10% (not 25%) of its time on the annual Pay Trend Survey, and thereafter helps with structuring case work in order that the most effective use may be made of available staff in the Division.
Pay reviews require the approval of the Finance Committee of Legislative Council.
Finance Committee members have asked questions about items presented to them.
