TURNER STUDY

On March 4th you rang up and I confirmed that the HK Government, if unavoidable, was prepared to contribute up to $70,000 to ensure the completion of the study. I also confirmed that since we had been asked to comment on the "provisional interim" report by Professor Turner as and when we had received Dr. Fosh's final piece and the clean copy of the report, we did not wish to comment to the OLCC or anyone else meanwhile.
I should record that when I saw Professor Turner on his way through here I did ask him whether he was aware:-
1) that we were embarking on a complete review
of social security provisions in payments and services and had Mr. Heppel coming here to assist us, and that there was danger of duplication if he developed this aspect of his conclusions:
2) that we had launched a home ownership scheme
which coincided with one of his conclusions though adapted to a different method of finance to that of a 'Provident Fund".
He said he was quite unaware of any of this and would therefore confine his further work to his own field of labour relations.
