2. You will be interested particularly to note that the Gaernor refers to the forthcoming study by Mr Heppell as "a complete review of social security provisions in payments and services". This, of course, is what we had hoped it would be but we feared lest Mr Heppell's review would be limited to social welfare only. This confirmation, therefore, of the extent of Mr Happell's study is encouraging.
