LABOUR RELATIONS IN HONG KONG : INTERIM AND PROVISIONAL REVIEW BY PROFESSOR H A TURNER (JURY 1977)

You will remember that Mr Crosland, when he was Foreign and Common- wealth Secretary, wrote to your General Secretary on 24 May 1976 on the subject of Professor Turner's study of labour relations in Hong Kong. Mr Crosland referred to the probability that trofessor Turner and his associates would first produce an interim report and said that if this proved to be the case the TUC's International Committee would be given an opportunity to consider the matter and to set out its views on the directions the enquiry should then take. Frofessor Turner has now completed "an interim and provisional review" and two copies are enclosed.

In emphasising the provisional nature of his conclusions, Frofessor Turner has indicated his desire to complete his study but needs to know very soon (by the end of March) whether he will be so engaged. He and his colleagues foresee that other consultative work might be available to them in the Easter and Summer vacations and it has therefore been necessary to decide within the FCO that he should be offered terms to conclude his review, probably by visits to Hong Kong in April and August lasting one week and three to four weeks respectively. This decision is subject to necessary finance being available and enquiries are being made about this.

We should be grateful to have the TUC's advice on the direction which the final phase of Professor Turner's work should take. The OLCC meeting on 29 April could provide one opportunity to discuss this and also to obtain the UC's general comments on the interim study.
