I have passed a copy of it to Tom Duffy since the Hong Kong Department is responsible for handling your report and I only come into the picture when they seek my advice. think you will find that it will speed matters if you write to him on anything connected with the report or finances. On the question of pay ents outstanding, i come tax etc. these are matters which will be dealt with by the Ministry of Overseas Development and Tom Duffy has given them details of all your claims and those of Patricia Fosh and has asked them to deal with them urgently.

The question of your continuing your studies in Hong Kong is at present with Ministers but I hope that a decision will be made within the next couple of days.
